A new study commissioned by the Pentagon and the Department of Veterans Affairs recommends a complete ban on tobacco, which would end tobacco sales on military bases and prohibit smoking by anyone in uniform, not even combat troops in the thick of battle.
According to the study, tobacco use impairs military readiness in the short term. Over the long term, it can cause serious health problems, including lung cancer and cardiovascular disease. The study also says smokeless tobacco use can lead to oral and pancreatic cancer.

Been going that way for a long time. When I was in Basic in '81, they couldn't forbid you to smoke. However, in classical Catch-22 fashion they could take your cigarettes away from you as a form of motivation. Which they found excuse to do about three days into the training cycle. A year or two later, they did ban smoking for Initial Entry Trainees and prohibited anyone else from smoking in front of trainees.
But you know...the Army (and other services) has always forced things onto their ranks that are good for them...while retaining that perogative to make them do things that are very bad for them. An everpresent fact of Army life.

Where did you do basic, RF? I went thru it in Fort Leonardwood, Missouri.

Trivia: I still wear my field-jacket on occassion. Nearly 30 years....goverment got it's money's worth out of it.
